Title 21 VSA Chapter 3, Sub chapter 5, Section 223a of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to sub-contracted employees whom were not properly trained or used improper precedure in performing line-clearing operations. "Among other methods, one feasible and acceptable abatement method to correct conditions would be to review and verify training, testing, and work procedures before work crews begin work in the field." LOCATION: Vt. Electric Co-op, Johnson, Vt. and Newport, Vt. VIOLATION: Employees were exposed to hazards created by the sub-contractors employees who were not trained in CPR and minimum work distances (table R-6), and improper care and maintenence of insulated tools (hot sticks) as they attempted to conduct line clearing operations in the Newport, Vt. area.rt,
