Section 5(a)(1) of the Occupational Safety and Health Act of 1970: Jobsite: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm in that: Employees were exposed to the hazard of falling from an improperly used ladder. Jobsite: Employees did not fully extend and lock the spreaders in place on a fiberglass stepladder. They leaned the ladder against a tree limb and a light pole when they climbed it, and were exposed to the hazard of falling. Feasible means of abatement may include but are not limited to the following: 1. Workers should be instructed in proper ladder use as outlined in ANSI A14.5. 2. Develop and implement written procedures that require workers to implement proper ladder use as outlined in ANSI 14.5. 3. Develop and implement an inspection policy to verify and enforce compliance with ANSI 14.5. Abatement certification is required for this violation. The abatement certification sheet is enclosed with the citations.
