General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a.On April 14 and April 15, 2005, employees unloading and loading planes were exposed to falls in the following location: 1. At ramp location D-75, on plane #N812AX, an employee walked up a belly loader conveyor unit without a handrail up on either side and was exposed to a fall of up to 7 ft. 2 inches. 2. At ramp location E-13, on plane #N816AX, employee(s) were exposed to falls in excess of 11 ft. from K-loader CL0930, in that there was a gap of 24 inches wide from the top post or stanchion to the plane and the chain across as a top rail was slack and loose. Among other feasible and acceptable methods for correcting these hazards, in accordance with generally recognized industry standards for preventing worker falls, would be to prohibit employees from walking on raised belly loader conveyors without the handrail extended and raised K-loader platforms without providing extendable guardrails plus require employees to extend such guardrails into position prior to working on the door locks and prior to walking onto the plane.
