Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a fall hazard: (a)Grand Lake Log Homes Inc, at 255 County Road 609, Granby, CO: On or about 4/25/06, employees of Grand Lake Log Homes Inc were exposed to fall hazards, in that the employer assembled log cabin homes onsite, using a crane and employees to build up the exterior perimeter of the cabin one log level (round) at a time. Two employees straddled exterior top logs while assisting a crane operator in setting in place additional exterior top logs. Each round of logs was approximately one foot in height. Ten rounds were used to construct the cabin. The cabin was built upon wooden piers, approximately two feet above ground level. While workers were engaged in positioning the logs above the second round, the workers were not protected from the fall hazard. This condition exposed two employees to approximate four foot through twelve foot fall hazards. (b)Grand Lake Log Homes Inc, at 255 County Road 609, Granby, CO: On or about 4/25/06, employees of Grand Lake Log Homes Inc were exposed to fall hazards, in that the employer assembled log cabin homes onsite, using a crane and employees to install header logs to support the roof. Two employees stood upon planks while assisting a crane operator in setting in place header logs. Each plank was approximately one foot in width. Five individual noncontiguous planks were used to set header logs. Heights above ground level for each of the five planks ranged from approximately twelve to fifteen feet above the lower level. While workers were engaged in installing the header logs, the workers were not protected from the fall hazard. Guardrails or other fall protection measures were not provided for the employees. This condition exposed two employees to approximate twelve foot through fifteen foot fall hazards. Abatement Note: Among other methods, one feasible and acceptable method to correct this hazard is to utilize mobile scaffolds or scissor lifts for employees to stand upon when setting in place exterior logs. Abatement Note: Among other methods, one feasible and acceptable method to correct this hazard is to utilize scaffolding for employees to stand upon when assisting with the placement of header logs.
