Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to moving crane loads: (a)Shop 2, Bays 415 and 416, 1017 River Avenue, Johnstown, PA: On or about 10-24-05 employees were exposed to being struck by moving crane loads. The operator of crane 415 was watching his load as he moved it from position 4 to position 5 and was not aware that crane 416 was still in the area. Contact was made between cranes 415 and 416 causing the load on 416 to swing striking employees. Among other methods, one feasible and acceptable means to abate these hazards is to develop a procedure for communicating and signaling to cranemen by a signalman to safely move the crane and the load to position #5.ition
