Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to reproductive hazards and other adverse health effects associated with hormone exposure: 1) Employees compounding pharmaceuticals were experiencing adverse health effects consistent with excessive hormone exposure. Hormone prescriptions were compounded on open countertops with no local exhaust ventilation. Among other methods, some feasible and acceptable abatement methods are as follows: a) Develop and implement a hormone exposure control plan including the engineering controls, administrative controls, and personal protective equipment recommended by the International Academy of Compounding Pharmacists document entitled "Hazard Alert: Compounding with Hazardous and/or Potent Pharmaceuticals". b) Install local exhaust ventilation at locations where employees weigh, mix, transfer, and encapsulate hormones. Exhaust ventilation should be installed around equipment such as balances and the sublingual machine. c) Ensure that employees are provided clean protective clothing on a frequent basis. d) Develop a medical surveillance program consisting of employee symptom surveys that would screen for early symptoms of hormone exposure.
