Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cuse death or serious physical harm to
employees in that
employees were exposed to falls from moving vehicles:
a)  On or about June 15, 2006 and at times prior, Traffic Control Service
LLC did
not ensure that employees were protected from fall hazards.  Employees
working
from the back of a moving flatbed truck were not restrained or guarded to
prevent
falling from the moving truck.
Among other methods, one of the following methods would be feasible and
acceptable
manner to abate the hazard:
1.  Install an anchorage point on back of the trucks for the conection of a
restraint system consisting of a full body harness and lanyard.
2.  Install a standard guard rail system on the platform where employees
stand
to place and remove cones and other traffic control devices.
3.  Utilize automatic safety device placement and retrieval equipment.

this item
