bucket of an
excavator being held over an employee's head and used to shield an
employee, who was
inside a trench box, from falling rocks.
Among other methods, one feasible abatement method included following the
instructions
and warnings outlined in the operation and maintenance manual to ensure
that buckets
are not allowed over workers during operation or as a shield.
