Employee was exposed to a fall of approximately 12 feet while standing on
the top
guardrail of scaffolding without fall protection. The employee was
standing on top of the
guardrail in order to cut the eaves to length. The employer was aware of
the design
change of the modular home and the fact that the current scaffolding did
not meet the
needs of safe production.
Feasible abatement methods include: constructing a scaffolding of suitable
height that
allows employees to stand on an appropriate level to perform work in a
safe manner.
