that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to the hazards of being struck by a 350 pound
wooden curb
stretcher being relocated from ground level to the roof of a commercial
renovation project
through the use of an articulated boom manlift
On October 22, 2007, on the north side of the commercial renovation
project located at or
near 3657 Nameoki Road, Granite City, Illinois, 62040, the employer was
utilizing a
Snorkelift Model 42R Serial number 291427 as a crane to position a wooden
structure
described as a "curb stretcher" weighing an employer estimated weight of
350 pounds, the
curb stretcher was raised from ground level to the work area of a 4/12
pitch roof, lifting the
350 pound weight a distance in excess of 10 feet above ground level. This
action
exposed up
to a total of 4 workers on the roof of the commercial building and one
employee on the
ground to the potential of the tipping of or the failing of the
articulated boom manlift. The
use of the Snorkelift as a crane was in violation of the manufacture's
recommendations for
use of the articulated manlift, section (2)(d) and section (2)(e), Model
42 Operators manual
and ANSI A92.5, 1992.
One acceptable means of abatement for this item is to use a crane
to raise the structure to the roof of the building.
