Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to an explosion hazard from a high pressure steam boiler. a) Tanker cleaning area, yard. The employer did not ensure complete internal and external boiler inspections conducted by qualified inspectors were conducted every 12 months, exposing employees who steam cleaned tankers to a hazard of boiler explosion. Violation disclosed on or about 9/30/05. Among other methods, one feasible and acceptable method to correct this hazard is the following: a. Have complete internal and external boiler inspections conducted by qualified inspectors at least every 12 months [NJAC 12:90; Operating and Maintenance Instructions for Williams & Davis Boilers]
