General-duty citation text
North Carolina General Statute 95-129(1) of the Occupational Safety and Health Act of North Carolina: The employer did not furnish each of his employees conditions of employment and a place of employment free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a fie and explosion hazard from the accumulation of a static charge from improper bonding during airplane refueling: a)airport runway - where employees were required to use bonding cables with clamps that were not properly cleaned of oxidation and rust while refueling aircraft on the runway. One feasible and acceptable abatement method, among other, to correct this hazard is to clean the contact point on the bonding cables regularly to prevent oxidation and rust build up. (Reference: NFPA 2003 Edition Chapter 407 4.1.2.3)
