Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employmnent and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to potential fire hazards due to the presence of aluminum
chips, dust, and turnings
throughout the production areas.:
a.) Keystone Industries Window & Screen Systems, Inc., 105 Mahoning Ave.,
New Castle, PA
16102 - Company employees conducted sawing, milling and machining
operations on aluminum
and aluminum alloys during production operations for the manufacturing of
company products.
The processing and finishing operations generated aluminum chips, dusts,
flakes, shavings, and
turnings.  Open top cardboard gaylord boxes were used to accumulate and
store aluminum chips,
dusts, flakes, shavings, and turnings which were emptied from dust
collectors and swept up from
the floor around other production equipment periodically.  On or about
4/28/08 and 5/7/08, the
accumulation of aluminum chips, dusts, flakes, shavings, and turnings was
present
on the floors
of the production areas, on and around electrical equipment, and on and
around dust collecting
equipment.  Combustibility and Explosibility tests had not been conducted
in accordance with
National Fire Protection Association (NFPA) 484 Standard for Combustible
Metals.  Without
conducting required testing, the Company could not ensure that safe work
practices and
emergency response preparedness were complaint with NFPA 484.
FEASIBLE ABATEMENT METHODS:
Among other methods, feasible and acceptable methods to correct the
condition include:
1.Collect representative samples of aluminum chips, dust, and turnings and
have
Combustibility and Explosibility tests conducted per NFPA 484, Chapter 4
Determination of the Combustibility or Explosivity of a Metal, Metal
Powder, or
Metal Dust.
2.Refer to NFPA 484 Chapter 6 Aluminum and NFPA 484 Chapter 13 Fire
Prevention, Fire Protection, and Emergency Response for compliance
guidance.
3.Provide the Erie Area OSHA Office with the results of the tests.
