What this inspection record means

OSHA opens inspections for many reasons — routine scheduling under a national or local emphasis program, an employee complaint or referral, or a follow-up after a reported injury. Opening or conducting an inspection is not itself an allegation or a finding that this employer broke any rule; any findings appear as the citations listed below, and citations can be contested, reduced, or withdrawn.

Nevada Revised Statute 618.375(1): The employer did not furnish
employment and a
place of employment which was free from recognized hazards that were
causing or likely
to cause death or serious physical harm to employees:
a.Warehouse employees were exposed to potential injuries resulting from
the failure
of schedule 40 PVC pipe, used to distribute up to 180 psi of compressed
air,
which is not recommended by the manufacturer. Fatigue and heat breakdown
of
the PVC pipe can result in sudden rupture of the pipe, and potential
fragmentation, exposing employees to flying fragments of the PVC pipe.
One feasible method, among others, would be to replace the PVC pipe with a
pipe capable of withstanding compressed air distribution.
Reference: PVC manufacturers' data cautions and warning notice states "Do
not
use compressed air or gas for pressure testing. PVC and CPVC products are
not
recommended for the use in compressed air or gas systems", and "The
manufacturers does not recommend its PVC or CPVC products for use in air or
compressed gas systems. PVC and CPVC pipes, fittings, and valves are
excellent
products for the transport of water and corrosive chemicals., but there
are a
number of other piping products that are especially designed and suited for
compressed air and gases", and finally, from PW Pipes to the manufacturer
in
this case, "Do not use PVC pipe for pressurizing air systems. Injuries or
death
may result due to the catastrophic nature of the pipes, should failure
occur.
Rapid expansion of compressed air could propel shards of plastic through
the
area." A general duty serious citation will be proposed for this safety
hazard.
