North Carolina General Statute 95-129(1) of the Occupational Safety and
Health Act of North
Carolina:  The employer did not furnish to each of his employees
conditions of employment and
a place of employment free from recognized hazards that were causing or
likely to cause death
or serious physical harm to employees, in that employees were exposed to
contact with
electricity for failure to utilize a tag line while working in proximity
to energized power lines:
para 5-3.4.5.3 (c), ASME B30.5-2000:
a)5325 Old Oxford Rd.-on or about 08:00, 12/02/05, failure to use a non-
conductive tag line to control a load of steel suspended from the boom of
a 28 ton
Grove crane which came in contact with power lines energized with 29.5 kv,
phase to phase and 14.3 KV phase to ground, resulting in the electrocution
of an
employee(ref. Para 5-3.4.5.3(c) ASME B30.5-2000 and page 2-16 of the crane
operator's manual)
One feasible means of abatement is to provide insulated tag lines for
employees
to control the load and to maintain a safe distance from the hazard.
