Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to slip, trip, and struck by hazards while un-loading Fed-X
trailers:
a)Insufficient lighting in that the dock light which is designed for a 250
watt max PAR 38
bulb only had a 45 watt PAR 38 rated bulb installed.
b)The type of equipment used inside the trailer during unloading of the 53
foot
trailer such
as large cardboard boxes and over the road (OTR) containers block the dock
light during
the unloading process.
c)Two employees were involved with the unloading process and as they moved
around in
the restricted work space the employee near the back of the trailer would
block the light
for the employee working the front portion of the trailer.
Among feasible and acceptable abatement methods to correct this hazard
includes, but are not
limited to the following:
a)Order and install higher watt bulbs (such as 200 or 250 watt) to provide
maximum
lighting inside the trailer.
b)Install flood lights high enough on the outside of the dock door and
adjust them to
provide light through the top of the trailer.
