backhoe on a
dock adjacent to a river:
(a)River Dock/Platform Area.  Employee(s) operated a 1989 Caterpillar 416
backhoe, S/N 5PC08905, on the 22'2" wide elevated dock while clearing trash
from six intake racks. Means were not provided to prevent the backhoe from
running off the dock edge, on or about March 11, 2008.
Among other methods, one feasible and acceptable abatement method to
correct this hazard
is to provide a vehicle curb or other positive means to prevent the
backhoe from
inadvertently going into the river, on or about March 11, 2008.
