Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards from the raised end of the belt loader when entering and exiting the cargo bin of the aircraft: a.Ramp - Employees who walk or crawl to and from the end of the raised belt loader to enter and/or exit the cargo bin of the aircraft are exposed to the hazard of falling to the concrete below, at distances ranging from 5 feet to 7.5 feet when unloading and loading the various types of aircraft. Among other methods, one feasible and acceptable means of abatement is to require the use of hand rails on the belt loaders.
