Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to Struck-by hazards: a)On or about May 16, 2006, at the small fire hydrant test area, employees were not protected from flying parts while testing the fire hydrants for leaks. Among other methods, one feasible and acceptable methods to correct this hazards is to cover or cage the exposed parts from separating or flying apart as done in the large fire hydrant testing area.
