The personal protective gloves used by employees were not dielectrically
tested
and were not stored according to the manufacturer's requirements and the
ASTM
496 Standard Specification for In-Service Care of Insulating Gloves and
Sleeves.
ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHODS, AMONG OTHERS, TO
CORRECT THIS HAZARD IS:
1) Test all lineman's gloves per the manufacturer's requirements and the
ASTM 496 standard
section 7.1, "Electrically retest gloves or sleeves issued for service.
Based on the interval date
of issue and retests on work practices and test experience.  It shall not
exceed 6 months for
gloves ...".
2) Store the lineman's gloves as per the manufacturer's requirements and
the ASTM 496
standard section 8.6, "Gloves and sleeves shall be stored in a location as
cool, dark and dry as
possible.  The location shall be as free as practicable ... Gloves shall
be stored in their natural
shape.  Gloves may be kept inside or protectors or in a bag, box or
containers that is designed
for and used exclusively for them. ..."
NOTE: THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT CERTIFICATION
FOR THIS ITEM IN ACCORDANCE WITH 29 CFR 1903.19.CE
