Section 5(a)(1) of the Occupational Safety and Health Act of 1970 : The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the reaction of water mixing with molten metal in the furnace room and mold pouring area. a)At the facility, 249 Huron Street, Brooklyn, NY On or about February 9 and April 27, 2006 The employees were exposed to the rapid expansion of water into steam and the pressure when molten metal reacts with water. The furnace room and mold pouring area are protected by a water fire sprinkler system. ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHODS AMONG OTHERS TO CORRECT THIS HAZARD IS: 1) Cap and isolate the sprinkler system in all areas where molten metal is melted, poured, transferred or moved. Follow the regulations for ANSI Z241.2, to eliminate the application of water to molten metal. 2) Follow NFPA 1, Uniform Fire Code section 4.4.2 "... safeguards of the kinds, numbers, locations and capacities appropriate to the individual building or structure, with regard to the following: (1) Characteristics of the occupancy... (4) Fire protection available..." and section 4.4.6 "Any fire protection system, building service equipment, feature of protection or safe guard provided to achieve the goals of this CODE shall be designed, installed and approved in accordance with the applicable codes and standards referenced in Chapter 2. 3) Follow NFPA 16 or similar code to use a fire suppression system utilizing an non-reactive agent. Do not use a water based fire suppression system. NOTE: THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT CERTIFICATION FOR THIS ITEM IN ACCORDANCE WITH 29 CFR 1903.19.
