Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to struck by hazards of polyvinyl chloride (PVC) plastic pipe
rupturing or
exploding that was used as a pressure air line distribution system
throughout the cabinet finish
area:
(a)On or about March 23, 2006, regular polyvinyl chloride (PVC) pipes were
used
for the transportation of compressed air in the cabinet finish building.
While ultimate responsibility for correcting the hazard rests with the
employer,
given his/her superior knowledge of the work place, feasible and acceptable
methods to correct this hazard among others, include, but are not limited
to:
(1)Install black iron piping for the air distribution system;
(2)Completely enclose all above ground portions of the plastic service in a
shatter resistant conduit or casing of sufficient strength to provide
protection from external damage and deterioration; and
(3)Install approved impact resistant ABS (acrylonitrile-butadiene-styrene)
pipe.
Sections 842.32, 842.43, and 849.52(b) of the American National Standards
Institute /
American Society of Mechanical Engineers (ANSI?ASME B31.8-1986, Gas
Transmission
and Distribution Piping  Systems Standard, limit the operating pressure of
plastic piping
distribution systems to 100 pounds per inch (psi) and prohibit the
installation of such
systems above ground except where  "...the above ground portion of the
plastic service
line is completely enclosed in a conduit or casing sufficient strength to
provide protection
from external damage and deterioration."
Abatement certification is required for this item - use the CERTIFICATION
OF
CORRECTIVE ACTION WORKSHEET for this purpose.
