Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The

were causing or likely to cause death or serious physical harm to

were exposed to hazards related to marine construction activities
involving a land-based crawler
crane operating from the surface of a barge.
a.)Smith Mountain Lake, Wirtz, VA, 240 River Creek Road, dock demolition
project. On or about October 5, 2009, the employer did not ensure the barge
being used to support the Linkbelt LS78 crawler crane, Serial No. 7D2757,
was
capable of withstanding loads imposed by the weight of the crane, the
lifting
loads, and other stresses affecting the barge caused by the placement of a
land-
based crawler crane on the barge.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE
ABATEMENT METHOD TO CORRECT THIS HAZARD IS TO ENSURE
STRESSES CREATED BY THE LOADS IMPOSED ON THE BARGE BY
LAND-BASED CRANES WORKING FROM THE SURFACE DO NOT
EXCEED THE LIMITATIONS OR STRUCTURAL INTEGRITY OF THE
BARGE AS SPECIFIED IN ANSI B30.8-2004, FLOATING CRANES AND
FLOATING DERRICKS, PARAGRAPH 8-1.2:  CONSTRUCTION AND
LOADING CONDITIONS.  SUCH STRESSES ARE DETERMINED BY AN
INSPECTION, EVALUATION OR SURVEY CONDUCTED BY A NAVAL
ARCHITECT, OR MARINE ENGINEER.
