Section 6(a) of the Puerto Rico Occupational Safety and Health Act: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or physical harm to employees in that employees were exposed to falls Seccion 6(a) de la Ley de Seguridad y Salud en el Trabajo de Puerto Rico: El patrono no proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten causando o que puedan causar muerte o dano fisico a los empleados, por cuanto empleados estaban expuestos a caidas Three employees were applying white top coat paint on the center section of Main Truss #2. The employees were working at thrityfive feets above the ground level in a two-point adjustable suspension scaffold, the cable broke and the scaffold went down from one side. The scaffold was not provided with a secondary brake according to the ANSI A10.8-1988 Section 6.3.3, manufacture specification and Operator's Instruction Manual. One feasible and acceptable abatement method, among others to correct the hazard is provide the secondary brake, follow the manufacture reccomendation and the safety standards regulations. Tres empleados estaban aplicando una capa de pintura blanca en el centro de la seccion principal #2. Los empleados estaban trabajando a treinta y cinco pies sobre el nivel del terreno en un andamio suspendido ajustable de dos punto, el cable del andamio se rompio y el andamio se cayo de un lado. El andamio no fue provisto con el freno secundario de acuerdo a el ANSI A10.8- 1998 Seccion 6.3.3, recomendaciones del manufacturero y manual de Instrucciones del Operador. Un metodo factible y viable entre otros para corregir este riesgo es proveer el freno secundario, seguir las recomendaciones del manufacturero y las normas regulatorias de seguridad.
