Section 6(a) of the Puerto Rico Occupational Safety and Health Act:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or physical harm to employees in
that employees were
exposed to: eye irritation, temporay or permanent vision impairment, or
blindness.

El patrono no
proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten
causando o que
puedan causar muerte o dano fisico a los empleados, por cuanto empleados
estaban expuestos
a:irritacion de los ojos, dano temporero o permanente a la vision.
a)At Quebradillas Filter Plant in Quebradillas works four operators, one
per shift.
Eyewash station in storage room for QC 850  water flow was inadequate. Also
Near Chlorine room there was an eyewash station that one of the spray head
was
missing. Both eyewash unit was not activated weekly to flush the line and
verify
proper used. Operators may be expose to eye irritation, temporay or
permanent
vision impairment, or blindness. One feasible and abatement method among
others to correct the hazard is:
1.   Connect a flowmeter to the eyewash to determine that the rate of flow
is at
least 1.5 liters per minute(0.4 gallon per minute),and that the water will
wash
both eyes simultaneously at a velocity low enough not to be injurious to
the user.
2.Instal missing dust covers to protect spray heads from  airborne
contaminants.
3.Eye wash unit shall be activated weekly to flush the line and verify
proper
operation.
a)En la  Planta  Filtro de  Quebradillas trabajaban cuatro operadores de
planta, uno
por turno. Estacion de lavado de ojo en el cuarto de almacenaje de QC 850
el
flujo del agua era inadecuado y la del cuarto de cloro le  faltaba una de
las
tapas
protectora. Ambas estaciones no fueron activadas semanalmente de modo que
se
limpiara la linea y se verificara que estaba operando correctamente.
Empleados
pueden estar expuesto a irritacion, dano temporero o permanente a la
vision. Un
metodo para corregir estos riesgos son.
1.   Instalar un medidor de flujo a la estacion de lavado de ojo para
determinar
que la razon de flujo sea al menos 1.5 litros por minuto (0.4 galones por
minuto)
y que ambos ojos puedan ser lavados simultaneamente a una velocidad lo
suficientemente baja para que no sea danina al usuario
2.Instalar la tapa protectora que faltaba  a una de la boquilla para
protegerla
de contaminantes en el aire.
3.Estacion de lavado de ojos debe ser activada semanalmente para que se
limpie la linea y verificar que esta operando correctamente.
