Section 6(a) of the Puerto Rico Occupational Safety and Health Act:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or physical harm to employees in
that employees were
exposed to contact of corrosive and irritant products with the skin and
the eyes:

El patrono no
proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten
causando o que
puedan causar muerte o dano fisico a los empleados, por cuanto empleados
estaban expuestos
a contacto de productos corrosivos e irritantes con los ojos y piel:
The Acueducts and Sewage Authority was previously cited for a violation of
this occupational
safety and health standard Section 6(a) of the Puerto Rico Occupational
Safety and Health Act
which was contained in PR OSHA inspection number 309852861, citation
number 1, item
number 1, issued on November 07, 2008.
At Utuado Urban Filter Plant, where chlorine cylinders are handled, was an
combination shower
and eyewash station that was observed very dirty without lack of
maintenance or was not
activated weekly to flush the line. When was activated the water flows
very dirty. In accordance
with the American National Standard (ANSI) Z358.1-1990 the unit shall be
activated weekly to
flush the line and to verify proper operation. Although, there were other
stations in the area, an
employee at the moment of an incident could use this one that was
accesible and nearest the
chlorine area. Among other methods, one feasible and acceptable abatement
method to correct
this hazard is implement a maintenance and monthly inspection program
according the ANSI
Standard.
Hazard: Chlorine is irritant and corrosive to the eyes capable of causing
severe damage with loss
of sight upon contact with the skin and the eyes.
La Autoridad de Acueductos y Alcantarillados fue previamente citada por
una violacion de la
Norma de Seguridad y Salud Ocupacional Seccion 6(a) de la Ley de Seguridad
y Salud en el
Trabajo de Puerto Rico que esta incluida en la inspeccion de PR OSHA
numero 309852861,
citacion numero 1, renglon numero 1, emitida el 07 de noviembre de 2008.
En la Planta de Filtros Utuado Urbana, donde cilindros de cloro son
manejados, una estacion
de lavado de ojos combinada con ducha, fue observada bien sucia con falta
de mantenimiento
o no fue activada semanalmente para drenar la linea. Cuando fue activada
el agua fluyo bien
sucia. De acuerdo con el ANSI Z358.1-1990 la unidad debe ser activada
semanalmente para
drenar la linea y verificar la correcta operacion. Aunque existian otras
estaciones en el area el
empleado al momento de un incidente podria utilizar esta, que estaba
disponible y mas cercana
al area de cloro. Entre otros metodos, un metodo de correccion aceptable y
factible para corregir
este riesgo es implantar un programa de mantenimiento e inspecciones
mensuales
de acuerdo con
el estandar de ANSI.
Riesgo: Cloro es irritante y corrosivo a los ojos capaz de causar dano
severo con perdida de
vision al tener contacto con la piel y los ojos.
