Section 6(a) of the Puerto Rico Occupational Safety and Health Act: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or physical harm to employees in that employees were exposed to: Seccion 6(a) de la Ley de Seguridad y Salud en el Trabajo de Puerto Rico: El patrono no proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten causando o que puedan causar muerte o dano fisico a los empleados, por cuanto empleados estaban expuestos a: A. Receive injuries in that at the time of inspection at the establishment Aurora Industries, main building, southwest,. hot strip cutters and cloth eyelet hot protruding pin equipment section, where the employees performed cutting and fabrics eyelets holes operations with hot metal equipment model HC720A, serial 14477, trademark ACE; model NC780/PCSM, serial NOS-051105; model NC720 WP, serial 13883 and home made hot knife strip cutters (no model or serial); did not comply with all the occupational safety and health regulations issued pursuant to this act in that employees were exposed to combustion fumes generated from applying heat to chemically pretreated fabrics. Hazard and/or illnesses such as but not limited to respiratory problems, skin, and eyes irritations were present due to: 1. Lack of an effective local exhaust ventilation of excessive combustion fumes generated by the heating action when applying a hot metal to a chemically pretreated fabrics. The fumes where positive at site for Ethilene oxide, Formaldehyde, Ammonia and Acetic/Formic acid. Among other methods, one feasible and acceptabble abatement method to correct these hazards is to: a.Installed an effective and certified powered local exhaust ventilation system covering each heating equipment where combustion fumes are generated due to the action of applying heat and the fumes are in the range distance of the operators face. a. Recibir lesiones en que al momento de la inspeccion en el establecimiento Aurora Industries, edificio principal,suroeste. Seccion de cotadores calientes de bandas y equipo hacer ojal con punzon saliente caliente, donde empleados realizaron operaciones de cortar y hacer agujeros de ojal con equipo de metal caliente model HC720A, serial 14477, marca ACE; modelo NC780/PCSM, serial NOS-051105; modelo NC720 WP, serial 13883 y cortadoras de tira casera (no modelo ni serie); no cumplio con todas los regulaciones de seguridad y salud emitidas de acuerdo a esta ley; en que los empleados estaban expuestos gases de combustion generados de la aplicacion de calor a tela quimicamente pretratada. Riesgos y/o enfermedades tales como pero no limitados a problemas respiratorios, irritaciones de piel, y ojos se presentaron debido a: 1. Ausencia de ventilacion de extraccion local efectiva de gases de conbustion excesivos, generados por la accion de aplicar metal caliente a tela quimicamente pre. Los gases resultaron positivos en sitio para Oxido de Etileno, Formaldehido, Amonia y acido acetivo/formicos. Entre otros metodos, un metodo aceptable y factibel para corregir este riesgos es: a. Instalar un sistema de ventilacion de extraccion local efectiva y certificada que cubra cada equipo donde gases de combustion son generados debido a la accion de aplicar calor y los gases esta dentro de la distancia de alcance a la cara del operador.
