concrete blocks and debris was not chocked/blocked to prevent moving.
Employee was exposed to the hazard of being struck / crushed by rolling
rail car.

ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHODS AMONG
OTHER TO CORRECT THIS HAZARD IS:
1)CHOCK THE WHEELS OF THE RAIL CAR IN ACCORDANCE WITH THE
EMPLOYER  PROCEDURES.
2)TRAIN THE EMPLOYEES IN THE RECOGNITION AND USE OF CHOCKS.
NOTE: The employer is required to submit abatement certification for this
item, failure to
comply will result in an additional penalty of $1000.00 as per 29 CFR
1903.19.
