Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: Employees were positioning the splice carriages to "thread up" on the #8 sheeter on or about 5/7/06, and at times prior to that, by means of a control knob that was not a constant pressure type "hold-to-run" control, in order to "jog" or move the carriage a short distance. Employees involved in the operation were exposed to the hazard of being struck by, or caught in pinch points created by, the moving carriage. Among others, feasible and acceptable means to correct this hazard would be to install constant pressure type "hold-to-run" controls for jogging the splice carriages in accordance with the National Fire Protection Association NFPA 79 the Electrical Standard for Industrial Machinery.
