on a surface that was not compacted.
One feasible and acceptable means of abatement is to follow the
manufacturer's
guide lines that state:  "The vehicle MUST BE on a level and compacted
driving
surface before dumping."  "DO NOT dump on ground that has been recently
excavated or filled without being properly compacted."
