Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to fire and/or explosion.
a) Flocking Rooms: The employer is mixing flock to color it in a barrel
mixer and then
emptying the flock onto the floor to shovel it into the flocking line.
The mixer is
installed inside and a fire and explosion suppression system was not
installed within the
flocking rooms in accordance with National Fire Protection Association
(NFPA) 654.
b) Rear Flocking Room: The room was being heated by a wall mounted
Sterling QV gas
fired heater, providing an ignition source which exposed employees to fire
and explosion
hazards.
"ABATEMENT NOTE"
Among other methods, one feasible and acceptable means of abatement would
be to
comply with the guidelines outlined in the NFPA 654, Standard for the
Prevention of
Fire and Dust Explosions from the Manufacturing, Processing, and Handling
of
Combustible Particulate Solids (2006 Edition), such as but not limited to
Sections 6, 7,
8, 9, 10, 11 and 12.
