Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
who were exposed to conventional and UV inks, curing compounds and
cleaning solvents
suffered from dermatitis:
Among other methods, a feasible and acceptable abatement to reduce
dermatitis would be
implementing a dermatitis prevention program which could include:
1. Mandatory use of protective gloves when in direct contact with
chemicals or
contaminated work surfaces. Employees should dispose of gloves after use
and avoid
handling or contacting contaminated gloves or work surfaces.
2. Protective body coverings such as impervious arm covers should be worn
when any part
of the arm could come in contact with the chemicals or contaminated
equipment.
3. Protective clothing should be worn while at work. The protective
clothing, including
shoes, should not be worn home and should be washed by a commercial
laundry service.
4.Work surfaces should be maintained as free as possible from chemical
contamination.
Disposable paper could be used to cover work surfaces where contamination
occurs
routinely.
5. Employees should wash immediately if skin contact with chemicals
occurs. Employees
should wash routinely before lunch, breaks and at the end of the work
shift.
6. A non abrasive soap should be provided for washing. The washing area
should be of
adequate size and configuration to accommodate scheduled employees. Touch
free
controls could minimize recontamination.
7. Moisturizing cream should be available to prevent skin drying after
frequent washing.
8. A medical surveillance program should be developed to identify and
manage early signs
of dermatitis. Employees with dermatitis should seek appropriate medical
advice.
9. A training program should be implemented for employees and managment to
assure that
their dermatitis prevention program is followed and reviewed for
effectiveness.
