General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that: a) Employees at Phillips Roofing jobsite, located at 8539 Westheimer Road, Houston, TX 77063 were exposed to being struck by two (2) unsecured compressed gas cylinders containing propane gas during use. The cylinders were not secured to prevent them from being knocked over or displaced, or fallen over on or about 7/24/06. Among other methods one feasible and acceptable abatement method is to 1. Follow the Compressed Gas Association Pamphlet P-1-1965, and in that section 3.4.4 states before using cylinders, be sure it is properly supported to prevent it from being knocked over. 2. Use a suitable cylinder truck, chain or other steadying device to keep cylinders from being knocked over. DISCLAIMERS:1) You are not limited to the abatement methods suggested above. 2) The methods explained are general and may not be effetive in all cases. 3) The employer is responsible for selection and carrying out an appropriate abatement method.
