Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to:
***Certification AND Documentation of Abatement Required***
(a)At Nalco, 7701 Hwy 90-A, Sugarland, TX, employees were exposed to the
hazards of fire,
explosion, inhalation and skin hazards when heating a truck trailer
containing
ethylenediamine
which changed its properties from a combustible to a flammable.
A feasible and acceptable method to abate the hazard would be to:
Comply with National Fire Protection Code, NFPA 30, Flammable and
Combustible Liquids
Code, Chapter 1, General Provisions, 1-1.3, When Class II or Class III
liquids are exposed to
storage conditions, use conditions or process operations where they are
naturally or artificially
heated to  or above their flash points, additional requirements may be
necessary.  These
requirements include consideration for such items as ventilation, exposure
to ignition sources,
diking, and electrical area classifications.
Develop and implement a procedure to ensure Class II and Class III liquids
do not reach a
flammable/explosive limit and remove potential ignitions sources such as
but not limited to diesel
engines.
