Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to being struck by a steel beam weighing approximately 15,540
pounds when it
was placed on a skid/stand that was not rated for the intended load:
(a)Facility, 3000 Grand Avenue, Pittsburgh, PA:  On or about 9/8/06 an
employee was
injured when the skids/stands that were being used to land beams collapsed
and fell onto the
employee's foot, crushing it.  The webbing of the skid/stand beams bent
under the weight of the
beams causing them to collapse and fall.  The beams weighed approximately
15,540 lbs. each
and were approximately 74 feet in length.  Two skids/stands, without a
known rated load
capacity were being used to hold the beams while employees prepared them
for painting.
Among other methods, one feasible and acceptable means of abatement to
correct this hazard
is to use skids/stands that have been load tested and rated for a load
capacity capable of
supporting the load imposed on them.  In addition, load charts for these
skids/stands, which
would include the maximum load ratings, were not affixed to the
skids/stands.
