a)Elmira CSD bus garage employees were exposed to the hazard of being
caught under
vehicles or the lift structure, or being struck by a falling vehicle, in
the event of hydraulic
failure of the vehicle lift in bay #1, Rotary, Model #710 MLS; Bay #2,
Weaver, Model
#EC102 while servicing vehicles located in the Elmira CSD bus garage.
Among other methods, one reasonable and adequate abatement method to
correct this hazard
is to equip the lift with a mechanical device to hold the lift in all
extended positions as
recommended by the American National Standards Institute and the
Automobile Lift Institute
in the industry consensus standard ANSI/ALIB 153.1 "Safety Requirements
for the
Construction, Care and Use of Automobile Lifts".  The device should have a
strength factor
of not less than three (3), based on the rated load capacity of the
lift.ity
