employment and a place of employment free from recognized hazards which
caused or were
likely to cause death or serious injury to employees:
Two subcontractor employees were observed working from a JLG type aerial
Lift Basket
without the proper fall protection.  The subcontractor employees were
exposed to fall
hazards of approximately 20 to 25 feet above grade.
