Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm in that
employees were exposed
to the hazard of being crushed while handling and moving natural stone
slabs. Among other
methods, a feasible and acceptable method to correct this hazard is to
develop and implement
clear written work rules and instruct employees in them. These should
include prohibiting
employees from standing in the fall shadow of slabs when being tilted or
moved, or placing any
part of the body between unsupported slabs, considering the number of
employees to be used
in each slab handling task, using slings to prevent slabs from toppling
when being tilted and
consider using any other devices to be used to stabilize the slabs.
Management oversight and
monitoring is to be done to assure compliance with the work rules.
