Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a struck by hazard: North end of Workplace, Mobile Rig, Center Area: The wood blocks used to support the outriggers of the mobile rig contained defects splitting under the applied load of the rig outriggers while resting upon unstable soil. A feasible means of abatement would be to utilize footing support materials capable of handling the weight of the rig without experiencing structural failure before Well operation begins or is underway in accordance with American Petroleum Institute RP54-92 Section 5.3 subparagraph 5.3.2.
