Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards associated with falls. At the site when employees were on the roof: The employer did not furnish employment that was free from recognized hazards in that the slide guard anchors were not properly anchored and/or properly spaced upon being attached to the roof thereby exposing the employees to the hazards associated with falls. Feasible abatement methods include but are not limited to the following: 1. Read and follow all instructions, labels and warnings affixed to the equipment being used. (Use 16 penny nails to affix wood shingling brackets to roof, do not exceed 4 feet between brackets, one employee per plank, anchor nails to be driven into roof rafter, each hole in bracket to be be used, examine each bracket before and after each use.) 2. Enroll in training classes that address the issues encountered when performing roofing. 3. Train the employees in the recognition of the hazards associated falls. 4. Secure and use proper equipment for the task being accomplished.
