Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish to each of his employees employment and a place of employment
which were free from
recognized hazards that were causing or were likely to cause death or
serious physical harm to
his employees in that employees were exposed to being crushed by or thrown
from a wheeled
tractor in the event of a rollover:
a) The Golf Course at Glen Mills, near the 10th tee cart path - On or
about 11/06/07 employees
were exposed to injuries from tractor rollover accidents, an employee who
was operating a
Kubota L3710 tractor sustained fatal multiple blunt force trunk injuries
when the tractor
overturned on a hill.  The employee lost control of the vehicle.
A feasible means of abating this hazard is to document and review with the
tractor operators:
the hazards of tractor rollover, the manufacturer's operating manual,
safety warnings mounted
on the vehicle, and the importance of how seat belts and ROPS function
together, to ensure
operators are trained and skilled in safe work practices, especially
maneuvers that adversely
affect the center of gravity and increase the likelihood of a tractor
rollover, the importance of
staying buckled in the operators seat during a roll over situation with
adverse conditions and
loads, insuring that the front wheels do not bounce  during operation, to
slow down before
turning, and to match the speed to the operating conditions.
This training, when provided to Hispanic non-English speaking employees,
needs to be
conducted in Spanish to assure employees receive it in a format that is
understood.
ABATEMENT DOCUMENTATION IS REQUIRED.
