Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to THE HAZARD OF BEING STRUCK-BY VEHICLES and TRAILERS: a) On or about 8/6/07, Route 281: The employer failed to: 1) Prohibit employees from riding on locations that were not located behind the rear most axle, and were not created with a self cleaning surface. 2) Prohibit the use of a rear loading garbage truck while a trailer was attached. 3) Prohibit employees from riding external steps when speeds exceeded 10 mph and when the travel distance between stops exceeded 2/10 of a mile. 4) Remove or block the riding steps located on the garbage truck when a trailer was in use. 5) Provide warning signs located on the trailer indicating to employees when riding on steps was prohibited. Among other methods of abatement, one feasible and acceptable means of abatement is to follow the American National Standards Institute (ANSI) Z245.1 requirements for refuse collection, processing, and disposal equipment - Mobile Refuse Collection and Compaction Equipment - Safety Requirements. Sections 6.1(n), 6.1(m), 6.2.4, 7.1.10, and 7.1.12.6. Abatement certification must be submitted for this item.
