General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees exposed to possible fire or deflagration injuries when processing wood near a Donaldson Torit dust collection system for combustible sawdust. The cyclone dust collector and ductwork were each not capable of containing a deflagration, nor did the collector have deflagration venting or fire suppression equipment. In the event of a deflagration, the resulting fireball would be vented toward the work area of the employees. Among other methods, feasible and acceptable abatement methods to correct these hazards is to comply with National Fire Protection Agency (NFPA) 664, Standard for the Prevention of Fires and explosions in Wood Processing and Woodworking Facilities, 2006 Edition, Chapter 8, including, but not limited to, Section 8.2.2.5.3: The dust collector shall be equipped with adequate deflagration venting to the outside of the facility.
