Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that caused or were likely to cause death or serious physical harm in that employees were exposed to the hazard of potential fire and explosion from combustible dust in the dust collectors and cyclones. The dust collection systems was not designed to prevent or minimize damage that would occur in the event of a dust explosion. a) Grizzly dust collector and cyclone did not have explosion protection systems. b) Blue bag house did not have deflagration isolation devices to prevent flame front from returning to the grizzly dust collector and bimetal separator. c) Gray bag house and cyclone did not have explosion protection systems. AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD is to comply with the National Fire Protection Association (NFPA) 654 "Standard for the Prevention of fire and Explosion from Manufacturing, Processing and Handling of Combustible Particulate Solids," 2006 edition, NFPA 69 "Standard on Explosion Prevention System," 2008 edition, NFPA 68 "Standard on Explosion Protection by Deflagration Venting," 2007 edition. a) Equip grizzly and gray dust collectors and cyclones with deflagration venting, vented to a safe location, directed away from buildings and outside work areas. b) Install deflagration isolation devices, to prevent explosion from propagating.
