Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish to each of his employees employment and a place of employment
which were free
from recognized hazards that were causing or were likely to cause death or
serious physical
harm to employees in that employees were exposed to:
Employees were exposed to crush-by hazards while using hydraulic bottle
jacks to raise a
mobile home unit while they were underneath the unit and the employer did
ensure
employees did not work under the load until it was properly secured and
stable.
Among other methods, a feasible and acceptable abatement method to correct
this hazard is:
A) Do not allow employees to work under the mobile home unit until it is
stable and
secured
B) Use different materials that give more surface area for the frame to
squarely
sit on
(ex. Wood)
C) Use additional blocking in more areas and/or metal piers to ensure the
load is
properly secured
ASME standard B30.1 - 2004 Safety Standard for Cableways, Cranes,
Derricks, Hoists,
Hooks, Jacks, and Slings, Section 1-3.2(f): "Take measures to prevent
personnel from
working or passing under the load until the load is secured by cribbing
blocking or other
means".
