North Carolina General Statute 95-129(1) of the Occupational Safety and
Health
Act of North Carolina:
The employer did not furnish each of his employees conditions of
employment and a place of employment free
from recognized hazards that were causing or likely to cause death or
serious physical harm to employees in
that employees were exposed to hit by passing vehicles or falling off the
step:
[Ref: American National Standard (ANSI Z245.1 - 1991 para. 6.2.4 (a)
a)route - hwy 17, Shallotte -  employees traveling north on hwy 17 picking
up refuge from
containers left on the side of the road and employee was riding the back
step of truck #1786
while traveling 40-50 miles per hour and traveling in excess of 1/2 mile.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to
retrain employees in the hazards of riding the back step.  To correct and
discipline employees
when necessary when they are observed breaking company policy and rules.
