P.L. 91-596 Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of falling from a personnel lift: a) Work site, West elevation - An employee was exposed to a fall hazard of approximately 10 feet while working from the platform of a Genie Compact Personnel Lift Model PLC-30 in that, the equipment was used without base outriggers. Among other methods, one feasible and acceptable method to correct this hazard is to follow the Genie Compact Personnel Lift Model PLC-30 Operator Manual which states that never operate the platform unless outriggers are correctly installed and the base is leveled.d
