Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm: Drilling rig floor: On or about March 26, 2008, employees engaged in the drilling of an oil/gas well used an air hoist to lift all the drilling pipe and other equipment to the rig floor; the hoisting wire rope was inadequately inspected and had defects necessitating its replacement. The defects included: a strand with 8 or more broken wires, wire breaks in the rope valleys, numerous other broken wires, smashing of a rope segment, and distortion of the rope exterior. The defects could result in failure of the rope and expose employees to the hazard of being struck by a falling load. Among other methods, one feasible and acceptable abatement method to correct this hazard would be to institute an inspection program based on American National Standard Institute (ANSI) Standard B 30.7, Base Mounted Drum Hoist inspections requirements, and remove the hoisting rope from service when it meets the wire rope manufacturer replacement and/or ANSI B 30.7 criteria.nt
