recognition and reporting the signs and symptoms of work-related MSDs.
5. The employer will assign a person to carry-out an ergonomics program in
the Hotel. The
program should be focused on the reduction of risk and prevention of MSDs
in the workplace.
6. The employer will regularly inspect and maintain wheel and casters of
the towel carts. The
strategy can help to reduce the risk and prevent MSDs in the workplace as
clean and well-
Section 6(a) of the Puerto Rico Occupational Safety and Health Act: The
lubricated wheels and casters reduce rolling resistance thus decreasing
physical demands and
force requirements of the job-specific towel delivery tasks.
7. The employer will establish proper reporting procedures so that the
employees performing
the towel delivery tasks have a way to report broken and faulty equipment.
8. The employer shall ensure that broken or malfunctioning towel carts are

a:
At the Hotel Caribe Hilton in San Juan PR, the employees of the Pool and
Beach area performed
job-specific tasks that included pushing and/or pulling the towel carts
loaded with fresh towels
to the designated area located close by the pool and used towels to the
recieving area located in
the Hotel's basement for furhter laundry pick-up. The employees were
exposed to ergonomic
risk factors that contributed to an increased risk of Musculo Skeletal
Disorders (MSD's) when
performing these job-specific tasks in the work area:
1)Delivery of fresh towels to the designated area:one-man task.
The employee was observed pushing and pulling the towel cart fully loaded
with fresh towels
through the labyrinth of long corridors and passages in the basement of
the
Hotel frequntly
negotiating multiple corners and turns, ascending and descending slopes as
well as moving the
towel cart along the concrete walkways of the Hotel. The employee was
repeatedly changing the
way the force was applied on the towel cart, switching from pushing to
pulling when moving
the cart through the Hotel's basement as well as outside the Hotel. When
pulling the towel cart,
the employee grasped an edge of the opening on the front wall thus
exerting force required to
facilitate motion of the towel cart. When pulling the towel cart, employee
was observed walking
on the right side with respect to the cart slightly in front of it. The
task is associated with
extremely abducted and flexed shoulder, stretched out arm as well as some
twisting of the torso
with the employee exerting force at about shoulder height and above when
pulling the towel cart.
Awkward posture was adopted and maintained during extended periods of
time. Moreover, when
negotiating multiple corners and turns the employee was frequently
observed using jerky arm
movements when pulling the towel cart to change the direction of its
motion. Furthermore, due
to the height of the towel cart, the visual field of the employee was
fully obstructed forcing him
to frequently twist and bend his torso laterally to the left and/or right
in order to safely negotiate
the corridors and narrow passageways while moving the cart through the
Hotel's basement. Due
to fact that the towel cart was not equipped with handles, the employee
was observed exerting
pushing force on the towel cart with his wrists in extremely bent
position. Awkward wrist
posture adopted and maintained for extended periods of time may increase
the risk of
musculoskeletal injury to the wrist/hand of the employee when pushing the
towel cart as well
as keeping it in motion until reaching the designated areas.
There were about 25-30 degree slopes located close by the exit from the
Hotel's basement
resulting in increased physical demands of the job-specific towel delivery
tasks. With respect to
the slope, the employee was required to exert larger magnitude force in
order to move the towel
cart up the slope. Moreover, due to the smooth surface of the slope, there
was high potential
for slip/fall injuries concerning the employee pushing the cart up the
slope as well as increased
force requirements of the towel cart pushing tasks. Furthermore, the tasks
of moving the towel
cart up the slope are associated with awkward posture of the employee's
upper extremities
including fully extended arms and exertion of large magnitude pushing
force on the cart in order
to overcome the slope.
There were several floor drainage grills in different places throughout
the basement. When
moving the towel carts through the basement, the cart's wheels frequently
got stuck in those
grills causing the employee to exert large magnitude force to free the
wheels in order to continue
motion of the cart.
Hazard: Work-related MSDs primarily including MSDs of the back and low
back pain as well
as upper extremity MSDs.
2)Delivery of fresh towels to the beach/pool area and delivery of used
towels to the receiving
area for laundry pick-up: two man task.
The nature and content of job-specific tasks performed by two employees
working as a team
were similar to the job-specific tasks performed by a single employee that
are described above.
In general, the tasks included delivery of fresh (clean and dry) towels to
the designated area for
sequential distribution of the towels among guests of the Hotel as they
were sunbathing at the
pool and/or beach as well as delivery then used towels back to the
receiving area in the Hotel's
basement for further laundry pick-up. The towel-delivery tasks involved
pushing/pulling the
towel cart loaded with fresh towels through the labyrinth of long
corridors and passageways in
the basement of the Hotel frequently negotiating multiple sharp corners
and turns, ascending and
descending slopes as well as moving the towel cart along curved concrete
walkways outside the
Hotel towards the pool/beach area as well as performing basically similar
tasks in opposite
direction when moving the towel carts loaded with used towels towards the
receiving area for
laundry pick-up. The employees were observed working as a team with one of
the employees
pushing the towel cart from behind and another employee pulling the cart
by grasping an edge
of the cutout and applying force when the cart was being moved in one
direction. When
delivering used towels to the laundry pick-up area, the employees switched
their positions with
respect to the towel cart with the first employee then pulling and the
second employee pushing
the towel cart when the cart was being moved in opposite direction toward
the Hotel's basement.
In general, the job-specific towel delivery tasks performed by a two-man
team are associated
with repetitive forceful exertions when pushing and/or pulling of the
towel
carts, awkward
postures primarily including extreme shoulder abduction and flexion as
well as some bending
and twisting of the torso.
Hazard: MSDs in the workplace primarily including MSDs of the back and low
back pain as
well as MSDs of the upper extremities.
Among the correction methods some feasible and acceptables ones are:
1. The employer will implement new engineering controls in the workplace
primarily including
readily available on the market mobile hand trucks that will be especially
beneficial with respect
to the job-specific towel delivery tasks performed by a single employee.
The strategy will help
to reduce physical demands and force requirements of the towel delivery
tasks thus having the
potential to reduce the risk and prevent MSDs experienced by the employees
in the workplace.
2. The employer will use available slip-protective measures to improve
friction characteristics
of slope's surfaces in the Hotel's basement. The strategy will help to
prevent potential slip/fall
injuries that may occur when pushing/pulling fully loaded towel carts up
or down the slopes.
3. The employer will provide ergonomics awareness training to the Hotel
employees in general
and the Beach and Pool employees in particular teaching the employees
basic ergonomics
principles, ergonomics hazard recognition, problem solving, proper work
methods, practices,
and techniques, as well as recognition of early signs and symptoms of
MSDs, importance of
their early reporting and use of personal protective equipment on the job
if needed. The strategy
will help to reduce the risk and prevent the occurrence of work-related
MSDs among the Hotel's
employees.
4. The employer will develop a mechanism for early reporting the signs and
symptoms of MSDs
and make the Hotel's employees aware about the mechanism and the
importance of early
