NCGS 95-129(1) section 5(a)(1) of the Occupational Safety and Health Act
of 1970:  The
employer did not furnish employmnent and a place of employment which were
free from
recognized hazards that were causing or likely to cause death or serious
physical harm to
employees in that employees were exposed to being struck by and/or caught
underneath a roll
steel coil:
a)establishment, primary department - employees were routinely handling
coils of
roll steel weighing 1000 pounds or greater without maintaining control of
the
coils and the location of employees in proximity to the coils during the
lifting and
repositioning of the coils.
Among other methods, one feasible and acceptable abatement method, as
identified by the employer was to attach a chain or cable around the coil
and lift
the coil by a hook attached to the forklift, thereby maintaining control
of
the roll
steel coils throughout the cradle loading process.
